The American Gaming Association is predicting a strong 2026 for the sports betting and iGaming industry, despite the threat of prediction markets.

The American Gaming Association today released its Gaming Industry Outlook. In the report, the AGA noted that more than 60% of its member executives expected increased capital investment, boosted revenues, and improved balance sheet health for the sports betting and iGaming markets over the next six to 12 months.

“The legal state- and tribal-regulated gaming industry continues to demonstrate resilience and adaptability in a dynamic economic environment,” AGA President Bill Miller said. “Operators are focusing on investing in innovation and delivering world-class entertainment, while also navigating an evolving competitive and regulatory landscape.”

Executive Positivity Highest Since Q3 2022

According to the AGA, gaming executive sentiment is largely positive, recording the highest positive response rate since Q3 2022. More respondents gave positive responses, such as “expecting increases” in positive market trends, compared with negative responses.

Gaming executive sentiment grew to 21.4% net positive this year.

The positive outlook is due in part, the AGA report states, to expectations that the U.S. economy is expected to remain resilient, benefiting from investment in AI and other industries.

Gaming Conditions Index Increases

The AGA reported that its Gaming Conditions Index (GCI) has shown growth of economic activity in the industry in Q1 2026 compared with the prior year. The AGA’s GCI tracks real economic activity in the gaming markets, measured by gaming revenue, employment, employee wager and salaries, gaming executive sentiment, and future event activity at casino hotels.

The GCI increased 1.5% in Q1 2026 compared with the prior year, the AGA noted. It continues the expansion seen in the previous two quarters.

Prediction Market Worries

Despite the positivity in the outlook, AGA member executive did report concerns over the growing popularity of prediction markets. The report notes 81% of executives identified them as a “very significant” risk to the regulated gaming industry.

Additionally, 46% of executives indicated that federal regulatory concerns are limiting operations, up from 29% in Q3 2025.

Finally, 42% of executives cite competition from new forms of gaming as a major factor limiting operations, up from 25% in the fall.

“Illegal sports betting through sports event contracts is increasingly encroaching on legal, state-and-tribal regulated operators,” Miller said. “It’s clear the legal, regulated industry views this as a threat, and will continue to fight back and protect the integrity of our industry.”

A Senate-approved Colorado sports betting bill designed to increase protections for sports betting customers has been moved forward to the House floor for debate.

The Colorado House Appropriations Committee today unanimously approved Sen. Matt Ball’s (D-31) bill, SB 26-131, by an 11-0 vote with no discussion. The legislation places limits on account deposits, prohibits credit card deposits, and institutes other protections for Colorado sports betting customers.

The committee advanced the bill to the Committee of the Whole, which is basically a second reading and debate on the Colorado House floor.

Instituting More Protections for Colorado Sports Bettors

If approved, the legislation will prohibit the use of credit cards for sports gambling accounts and will limit sports betting users from depositing funds more than five times in a 24-hour period.

Additionally, the legislation will prohibit mobile phone push notifications, text messages soliciting bets, and prohibit bonus payouts as promotional offers for placing an online sports bets. The legislation also allows the Colorado Gaming Control Commission to to assess a maximum penalty of $25,000 against a violator of a prohibition.

Originally, the bill prohibited all prop bets in the state. Question arose regarding the prohibition, with several legislators sharing concerns over reduced tax revenue if props were completely eliminated from the state. A fiscal estimate showed a complete prohibition of prop bets in Colorado would have reduced sports betting tax revenues by $2.4 million in 2026-27, $2.6 million in 2027-28, and $2.7 million in 2028-29.

The bill was amended to remove the controversial measure in the Senate Finance Committee. Without the prop prohibition, revenue decreases are only estimate to be about $800,000 in 2026-2027.

The final version of the Senate-approved bill also did not include a prohibition on sports betting advertisements during peak television viewing hours. The bill originally prohibited sports betting gambling advertisements in the state from 8 a.m. to 10 p.m., or during the broadcast of a live sports event.

Senate Approved Measure in April

The Colorado Senate approved Ball’s legislation in late April by a 21-13 vote. Members of the Senate did not comment on the bill before sending it over to the House of Representatives.

The bill must be approved by the Colorado House of Representative prior to the cessation of the legislative session on Wednesday, June 13.

A New Jersey Assemblyman is hoping sports bettors will help foot at least a piece of the cost of the Garden State co-hosting the World Cup.

Assemblyman Michael Venezia (D-34) recently introduced bill A4838, which imposes four temporary surcharges on online World Cup sports bets, hotel and motel occupancy, concessions at the Meadowlands, and rideshares to and from the Meadowlands district to help pay for costs of hosting the international soccer tournament.

Venezia’s bill, if approved, will institute a 10% surcharge on all World Cup online sports betting revenues in addition to the state’s 19.75% tax rate.

Four Planned Temporary Surcharges

If approved, Venezia’s bill will impose the four following surcharges during the World Cup tournament. New Jersey is hosting several World Cup matchups in the Meadowlands and MetLife Stadium.

• 10% surcharge on revenues from World Cup online sports betting
• 2.5% of the rent for every occupancy of rooms in a hotel or motel
• 3% sales tax surcharge within the Meadowland’s district on merchandise, food, soft drinks, and alcoholic beverages
• $0.50 surcharge to be paid by a transportation network company rider on prearranged rides to and from the Meadowlands

The 10% surcharge on revenues from World Cup online sports betting will include bets made on the matches, or portions of the matches, among the 48 teams qualifying for participation in the 2026 World Cup Tournament. This also includes prop bets based on any participating athletes and any parlay bets made on the tournament.

The sports betting surcharge would immediately go into effect if the bill is legalized.

New Jersey will host World Cup matches from June 12, 2026, through July 20, 2026.

Revenues collected through the temporary surcharges on housing, concessions, and rideshares will be deposited into the state general fund. The revenues from World Cup online sports betting will be paid to the casino revenue fund.

Venezia’s bill specifically earmarks collected revenues to support any costs associated with hosting the World Cup.

“The revenue collected from the temporary surcharges is intended to support the costs of preparations for the hosting of the matches of this special event that will take place in New Jersey. MetLife Stadium in East Rutherford, New Jersey, will host eight matches, including the tournament final on July 19, 2026.”

FanDuel Chief Executive Officer Amy Howe, who has held the position since 2021, will be leaving the company and will be succeeded as CEO by current FanDuel President Christian Genetski, Flutter Entertainment CEO Peter Jackson announced today during the company’s Q1 earnings call.

Additionally, Dan Taylor, current CEO of Flutter International, will assume the newly created role of President of Flutter Entertainment, taking on oversight of the FanDuel business in addition to his existing responsibilities.

“I would like to thank Amy for her contribution to Flutter and FanDuel, and recognize the impact she has had on the business since joining in 2021. We wish her every success for the future,” Jackson said during the company’s Q1 earnings call.

Sharpen Focus on U.S. Sportsbook

The restructuring will allow FanDuel to “sharpen its focus on U.S. sportsbook,” Jackson said. Genetski is an “exceptional” leader and has been instrumental in scaling the business to its current number one position in the market, he said.

“These changes will sharpen focus on U.S. sportsbook, strengthen the connection between our U.S, and International operations, and fully leverage the group’s expertise and strategic ambition,” he said.

In Q1, U.S. revenue grew to $1.76 billion, an overall increase of 6%, with sportsbook revenue up 1% year-over-year and iGaming revenue increased by 19%. Sportsbook currently hold a 39% gross gaming revenue share in the U.S. market, Jackson noted, while iGaming hold a 19% gross gaming revenue market share.

However, adjusted EBITDA was $199 million in Q1, a 26% reduction year-over-year after sports betting investments in Arkansas and investments in FanDuel Predicts.

“Flutter’s Q1 performance was encouraging, with Group revenue increasing 17% year‑on‑year. This reflected positive signs from our U.S. sportsbook improvement plan, where performance was ahead of our expectations in March. Group performance also benefited from our local hero acquisitions in Italy and Brazil, and excellent underlying SEA growth. While we made good progress during the quarter, there remains more to do to ensure the improving U.S. sportsbook trends continue and we announced today the management changes we are making to best position us for our next phase of growth. The core fundamentals of our business remain strong, and I am confident that we have the right strategy, structure and global portfolio of local hero brands to capitalize on the significant long-term growth opportunity ahead. I look forward to further progress as we move through the rest of 2026,” Jackson said.

Overall, international revenue came in at $2.54 billion in Q1, a 27% increase year-over-year. In total, Flutter Entertainment revenues increased by 17% to $4.3 billion in Q1 compared with $3.66 billion in Q1 2025.

FanDuel Predicts Revenues “Modest”

Jackson reported FanDuel’s continued focus on the prediction markets with its FanDuel Predicts product has resulted in “modest” revenues during Q1. However, it remains an attractive, incremental opportunity to acquire customers ahead of sports betting legalization in new states.

In Q1, FanDuel Presidents was expanded nationwide with sports contracts available for trading in 18 non-sportsbook states, including California, Texas, and Florida.

Flutter continues to expect between a $250 million to $300 million investment in FanDuel Predicts throughout the year.

When asked about the legal questions surrounding the prediction markets, Jackson said the company will “live with this uncertainty” until the Supreme Court ultimately makes a decision on who regulates the markets.

“I’m excited about the incremental opportunities this present to us,” he said.

A U.S. District Court Judge reversed an original decision and decided to grant Kalshi’s motion for a preliminary injunction against Arizona.

The state will be prohibited from taking legal action during the course of the prediction market company’s lawsuit against Kristin K. Mayes, Attorney General of Arizona, and several high ranking officials with the Arizona Department of Gaming, including its director Jackie Johnson.

“Here, the Court concludes that federal law preempts state gambling laws insofar as they seek to regulate derivatives exchanged on markets regulated by the CFTC. The Court will grant Federal Plaintiffs’ Motion for Preliminary Injunction,” Judge Michael T. Liburdi wrote in his decision.

Reverses Course

Judge Liburdi’s decision comes nearly a month after he originally denied Kalshi’s motion. Liburdi denied the prediction market company’s motion for a preliminary injunction and temporary restraining order against Arizona, citing the court is barred by the Anti-Injunction Act (AIA) from issuing an injunction.

“The Court finds that the AIA applies and the preliminary injunction Kalshi requests does not fall within any exception to the application of the AIA. The Court is barred by statute from issuing the injunction, so it must deny Kalshi’s requests for preliminary relief,” Judge Liburdi wrote in his decision.

Liburdi initially disagreed with Kalshi’s request it be given an exception to the AIA.

However, Judge Liburdi today concluded the federal plaintiffs have demonstrated they are likely to succeed on merits.

“That theory has two components. First, event contracts must qualify as swaps. Second, the CEA’s granting of exclusive jurisdiction to the CFTC over swaps preempts state enforcement against event contracts. The Court concludes that Federal Plaintiffs are likely to succeed on both components of their theory,” Liburdi wrote.

Mayes and the state have the right to appeal Judge Liburdi’s decision.

Kalshi Says Department Believes Offerings Are Illegal Gaming

Kalshi filed its preemptive lawsuit against Arizona on March 12.

Counsel for Kalshi pointed to a May 21, 2025, cease-and-desist letter sent to the prediction market company by the Arizona Department of Gaming as a clear sign the department would be taking legal action if they did not conclude their business in the state.

“The letter directed Kalshi to ‘cease gambling operations in Arizona and desist from engaging in those activities in the future’ and threatened Kalshi with criminal penalties if it did not comply. Defendants have additionally made numerous statements indicating they believe Kalshi is operating unlawfully under Arizona’s anti-gambling laws by offering event contracts. The agencies also threatened to revoke the license of any entity that partners with Kalshi anywhere in the United States,” counsel wrote.

According to Kalshi, the company attempted to contact the Arizona Attorney General to obtain written assurances of non-enforcement, but was met with silence from the office “even though the Arizona Attorney General had previously been willing to communicate with counsel and had previously assured Kalshi that defendants would not pursue an enforcement action without providing prior notice.”

An Arizona Department of Gaming spokesperson told Sports Betting Dime the “agency is aware of the lawsuit against the Department of Gaming, filed by Kalshi” but cannot comment further.

A Senate-approved Colorado sports betting bill to enhance safeguards for state residents has been moved forward by a House committee, but time is running short for the bill as the legislative session is nearing an end.

The House Finance Committee approved Sen. Matt Ball’s (D-31) bill, SB 26-131, by a 9-2 vote earlier this week, moving the legislation forward to the House Appropriations Committee, which is scheduled to hear the bill on Thursday, May 7. The Senate approved the bill last week by a 21-13 vote.

The bill must be approved by the House Appropriations Committee and voted on by the House before the session ends on Wednesday, May 13.

Not a Ban on Sports Betting

The bill is not a ban on sports betting, sponsor Rep. Steven Woodrow (D-2) reported during the hearing, nor is it an attempt to relitigate the 2019 ballot measure that legalized Colorado sports betting.

“Coloradans made that decision and our job today is not to second guess them, but it is our job to make sure the product they were promised is the product they actually got,” Woodrow said.

If approved, the legislation will prohibit the use of credit cards for sports gambling accounts and will limit sports betting users from depositing funds more than five times in a 24-hour period.

This is not a restrictive number of deposits for a recreational sports bettor, Rep. Dan Woog (R-19).

“It is a guardrail against the pattern that defines the worst nights for the worst affected Coloradans; repeat deposits after losses while chasing,” he said.

Additionally, the legislation will prohibit mobile phone push notifications, text messages soliciting bets, and prohibit bonus payouts as promotional offers for placing an online sports bets. The legislation also allows the Colorado Gaming Control Commission to to assess a maximum penalty of $25,000 against a violator of a prohibition.

Originally, the bill prohibited all prop bets in the state. Question arose regarding the prohibition, with several legislators sharing concerns over reduced tax revenue if props were completely eliminated from the state. A fiscal estimate showed a complete prohibition of prop bets in Colorado would have reduced sports betting tax revenues by $2.4 million in 2026-27, $2.6 million in 2027-28, and $2.7 million in 2028-29.

The bill was amended to remove the controversial measure in the Senate Finance Committee. Without the prop prohibition, revenue decreases are only estimate to be about $800,000 in 2026-2027.

“Sports betting will continue in Colorado, state tax revenue will continue to flow to water projects as promised, especially given the drought we’re in now. What this bill does is challenge the most problematic features of the product that causes the most harm. We try to bring that in line with what a reasonable Coloradan in 2019 would have expected,” Woodrow said.

Less Transparency, Less Revenues, a Respectful No

Rep. Ryan Gonzalez (R-50) cast a “respectful no” against the legislation. Colorado voters have twice approved sports betting at the polls with a “clear expectation of a regulated, legal market that generate public revenue while giving adults the freedom to participate responsibly.”

This bill may potentially lead to a heavily supervised market while failing to address problem gambling at the source. If Coloradans want help, they can get help, he said, but you cannot help someone that does not want help.

“This could restrict the legal market and drive consumers to illegal and offshore operators that offer no safeguards, no oversight, and no benefit to Colorado tax payers. I think it could result in less transparency, less revenues, and greater risk to consumers, precisely opposite of what was promised when sports betting was legalized,” Gonzalez said.

According to Alberta Gaming, Liquor, & Cannabis Commission, 28 iGaming operators have registered as Alberta sports betting apps for the upcoming regulated online sports betting market.

Major sports betting companies, such as DraftKings Alberta, FanDuel Alberta, theScore Bet Alberta, and BetMGM Alberta, have successfully registered to operate in Alberta’s upcoming regulated sports betting market.

Operators Pouring in For Alberta

According to Alberta Gaming, Liquor & Cannabis, 28 companies have registered to operate in the province as of May 1, 2026.

Alberta Sports Betting Start Date in July

In late March, the Alberta Gaming, Liquor, and Cannabis Commission unveiled several key dates for regulated, provincial sports betting, setting July 13, 2026, as a cutoff date for gray operators to cease unregulated sports betting activity.

The cutoff date later became the official start date of the province’s regulated sports betting market.

The AGLC revealed that any interested sports betting operator will have to submit a completed application and pay all application registration fees to the commission no later than July 13, 2026, to be considered for a license.

If an operator cannot meet the July 13 submission date, the AGLC may consider a maximum of three months extension date to Oct. 13, 2026, on a case-by-case basis, only when an operator can demonstration a path to compliance was unattainable prior to July 13, 2026.

Pre-Registration Underway in Province

Several platforms have already opened up pre-registration in Alberta. DraftKings Alberta announced recently it intends to launch an online sportsbook and iGaming casino in the province during the Alberta sports betting scheduled launch date of July 13, 2026.

Caesars recently announced pre-registration for Caesars Sportsbook Alberta, Caesars Palace Online, and Horseshoe Online Casino in the province, with those 21 and older now able to register accounts.

BetRivers Alberta, owned by Rush Street Interactive, and PointsBet Alberta have also opened pre-registration in the province.

Kalshi announced this week new default safeguards to prohibit potential underage access to account in wake of a federal bill promoting consumer protection and market integrity in prediction markets.

While Kalshi currently uses know-your-customer protocols, the company announced it will release new features to prevent unauthorized access.

“We run KYC (customer verification, like regulated brokers) and use that to block them. But like with any service, motivated minors try to circumvent KYC by using family members’ identification (parents, older siblings, etc.). We’re releasing features to help prevent unauthorized access,” the company announced.

Face Identification Now Default

Perhaps the largest change to Kalshi’s account access safeguards is the company’s decision to make Face ID the default for access for users who have enabled Face ID on their devices. The company notes parents should ensure Face ID is enabled on their device to ensure minors do no access their accounts.

While two-factor authentication is an already existing feature, Kalshi reported it will now also be promoted as a way to “prevent unauthorized access by minors and others (outside of general security concerns).”

Additionally, while Kalshi has risk-limit protections already in place, such as self-exclusion and limits for trading activity, the company introduced a new social feature called the “Inner Circle.” The new feature will allow users to gives friends and family access to their accounts to be able to view their trading activity.

Those granted access will receive real-time alerts to trades to help them monitor account activity.

Kalshi will also implement new “health checks” for users, which will include looking for signs of unhealthy trading and proactively educating traders on the company’s controls, plus suggested personalized deposit limits if unhealthy trading is observed.

“There is more work to do. We have been doing a lot of research and will continue to uncover new insights that might lead to more safeguard measures.”

Proactively Implementing New Measures

Kalshi reported the safeguards are being implement proactively after a bipartisan bill was introduced that establishes new regulatory frameworks for prediction markets.

Sen. Dave McCormick (R-PA) and Sen. Kirsten Gillibrand (D-NY) introduced recently the Prediction Market Act of 2026, which takes several steps to modernize the regulatory framework for event contracts and prediction markets.

The bill includes the following:

• Defines an event contract, public interest, and relevant terms to limit uncertainty
• Requires individual review of event contracts that involve the enumerate activities, including violence, using newly estabished criteria
• Established enhanced certification standards of listing event contracts and disclosures prioritizing retail customer readability
• Requires exchanges to implement safeguards related to advertisements, know-your-customer standards, and fund segregation
• Prohibits lawmakers and high-ranking government officials from trading event contracts
• Creates a new CFTC Office of the Retail Advocate to support retail investor interests
• Establishes an advisory council on consumer protection to analyze and recommend additional safeguards for customers
• Creates the innovation advisory committee to advise the commission on policy issues
• Requires the CFTC to study and report to Congress on new developments in prediciton markets

As the members of the Washington, D.C. City Council heard on Monday afternoon, illegal iGaming is undoubtedly happening in the district right now, but it remains to be seen if legalizing the activity will drive customers to the legalized markets.

The Washington, D.C. City Council Committee on Human Services listened to nearly four hours of testimony on legalized iGaming, as the city council is considering Councilmember Wendell Felder’s (D-Ward 7) bill,  B26-0656, the Internet Gaming and Consumer Protection Act of 2026.

The bill will legalize iGaming and prohibit dual-currency sweepstakes games in the district.

Will Legalized iGaming Provide Necessary Safeguards?

The Human Services Committee listened to several hours of testimony from representatives of the iGaming industry and those who opposed the legalization of the new form of gaming.

The committee did not take a vote on the bill. It will have to be approved in front of the full 13 member council before becoming law.

Felder opened the hearing by noting that district resident are currently participating in illegal iGaming through unregulated markets to the tune of nearly $700 million a year. Whether anyone actually chooses to acknowledge this or not, Felder said, it is indeed happening.

“The question is whether the district will continue allowing millions of dollars to flow outside of our oversight and outside of our economy,” he said.

However, opponents of legalized iGaming said it is not proven that residents of a district with legalized iGaming will choose to participate in a regulated market. Oliver Barie, representing the National Association Against iGaming, reported illegal gambling revenue actually grew nearly 64% in 2024 compared with the year before.

Brianne Doura-Schawohl, spokesperson for Campaign for Fairer Gambling, shared data from a study published by Penn State University that shows more than 10% of Pennsylvania adults gambled on illegal sites in 2025, an increase from 6% from the year before. It is not a guarantee, she noted, that consumers will automatically choose to participate in a regulated market just because it is offered.

Outside of the illegal markets, Les Bernal, National Director of Stop Predatory Gambling, said Washington, D.C. residents are estimated to lose $400 million in sports betting and lottery combined in the next five years.

It is a con, Bernal said, as district residents are losing $150 a minute in gambling. Legalized iGaming will simply give operators access to a greater number of residents and will not protect them from gambling harms, he said.

“It’s like putting Dracula in charge of the blood bank,” Bernal said.

Losing Out on Millions in Revenue

Proponents for iGaming agreed with the sentiment that the gaming is happening in the district, but without legalization D.C. is losing out on millions in revenue and denying residents participation in a safe, regulated market.

Since DraftKings launched online sports betting in the district, the operator has contributed nearly $11 million in tax revenue, Matt Scalf, Senior Government Affairs Manager, DraftKings, told the committee.

By not legalizing iGaming, Washington, D.C. is losing out on hundreds of millions in revenue each year, he said.

“Importantly, iGaming is already occurring in the District today, through unregulated sweepstakes-style platforms and illegal offshore operators. These entities generate $18.8 billion
annually nationwide, without paying taxes or adhering to basic player protections. For the District, this represents an unrealized recurring revenue opportunity estimated at $500 million over the five-year financial plan,” Scarf said.

John Pappas, representing iDevelopment and Economic Association (iDEA), reported more than 100,000 visits a month are made from D.C. residents to illegal, offshore gambling sites. iGaming is happening in D.C. right now, he said, and has been clearly identified.

Legalizing iGaming in the district is the right public policy approach, said Michelle MacGregor, representing the Sports Betting Alliance. These companies have hundreds of dedicated responsible gaming employees who monitor players for signs of gambling compulsion and encourage them to take advantage of the responsible gaming tools on their operating platforms.

If legalized, Both Scalf and Robert O’Connor, Vice President of Government & Industry Affairs for BetMGM, said six months would be more than enough of a window to launch iGaming in D.C. with the necessary safeguards for consumers.

Washington, D.C. iGaming Bill Details

If approved, the legislation will establish regulatory oversight of iGaming under the Office of Lottery and Gaming. It will set a minimum age of 21 for iGaming, impose a 25% tax on gross iGaming revenues for operators, and set a $2 million price tag for each iGaming license.

Licenses will be valid for five years, at which operators can pay a $500,000 renewal fee for another five-year license if approved.

The legislation earmarks the first $500,000 of iGaming revenue for the Department of Behaviors Health for prevention, education, and recovery services related to gambling addiction and “related behaviors health needs.”

Any additional iGaming revenue will be disbursed as follows:

• 30% to the Department of Insurance, Securities, and Banking for debt management, financial counseling, consumer financial protection, and financial literacy programs
• 30% to the Office of Victim Services and Justice Grants for domestic violence, intimate partner violence, survivor services, and family stability programs
• 10% to the Department of Health for research and evaluation services on gambling behavior and gambling addiction
• 30% to the Department of Employment Services for youth development and training programs related to artificial intelligence, gaming, coding, and software development

In addition to the legalization of iGaming, the bill will also prohibit dual-currency sweepstakes games in Washington, D.C.

The bill will prohibit dual-currency gaming products, which are defined as “a game promotional scheme, or platform that uses 2 or more forms of currency, credits, tokens, entries, points, or similar units, whether purchased or awarded, where one or more such units may be redeemed, converted, transferred, or used directly or indirectly for cash, cash equivalents, prizes, or prize equivalents.”

If an individual or group is found to be offering a dual-currency sweepstakes game in the district, the Office of Lottery and Gaming can impose a civil fine of not more than $100,00 for each violation or a fine of not more than $500,000 if the same violation occurs multiples times.

The U.S. Senate announced it will hold a hearing to evaluate sports betting and gaming integrity in the country in light of several recent sports betting scandals.

U.S. Senator Marsha Blackburn (R-Tenn), chairman of the Senate Commerce Subcommittee on Consumer Protection, Technology, and Data Privacy, announced the hearing for Wednesday, May 20, at 10 a.m.

According to the official announcement, the hearing will “examine the rapid expansion of sports betting in the United States and its growing impact on the integrity of games.”

Potential Threats to Game Integrity

Senators will gather testimony on the current sports betting framework and its safeguards to thwart attempts to rig outcomes of games, or if additional action is necessary to ensure transparency, fairness, and integrity.

“Fair play is the foundation of American sports, but recent match-fixing scandals in professional sports have put a spotlight on the risks facing the integrity of competition. As traditional online betting platforms and new entrants like prediction markets continue to intersect with sports, we need a clear understanding of how these platforms operate and what they mean for the integrity of the game. This hearing will examine how we strengthen oversight, protect the credibility of competition, and address the growing exposure of young people and children to betting platforms,” Blackburn said in the announcement.

This is the first Senate hearing on sports betting since the U.S. Senate Judiciary Committee in December 2024 discussed the potential need for federal regulations to safeguard customers from gambling harms.

• Mary Beth Thomas, executive director of the Tennessee Sports Wagering Council
• Scott Sadin, co-founder and chief executive officer of Integrity Compliance 360

Sen. Ted Cruz (R-Texas) noted sports fans should not have concerns over potential manipulation while watching sports.

“Fans shouldn’t have to wonder if their favorite player missed a buzzer-beater or dropped a touchdown pass because of a secret bet. Unfortunately, recent episodes have planted that seed of doubt and raised questions about whether changes are necessary to integrity in sports. I look forward to a productive conversation about the state of sports betting in the United States,” he said.

Scandals Led to Hearing

The hearing announcement specifically notes recent sports betting scandals as a catalyst for the new discussion.

Two major NBA and NCAA College Basketball scandals in the last year have led to calls from some in the government for changes to the sports betting market.

Earlier this year, 20 individuals were indicted for their alleged roles in fixing NCAA basketball games and Chinese Basketball Association games. The wide-ranging point-shaving scheme saw individuals offering bribes to athletes in both basketball leagues to underperform in games.

Bribes ranged from $10,000 to $30,000 for athletes.

The 20 individuals named in the indictment allegedly bribed 39 NCAA athletes on more than 17 NCAA Division I teams, leading to more than 29 games being fixed. According to the indictment, 15 of the individuals in the scheme played NCAA basketball in either the 2023-2024 or 2024-2025 seasons.

Last October, FBI Director Kash Patel and Eastern District of New York U.S. Attorney Joseph Nocella, Jr. provided details on two overarching sports betting and poker indictments that involve several current and former NBA players and coaches.

Miami Heat guard Terry Rozier had been arrested through a federal investigation by the U.S. Attorney’s Office for the Eastern District of New York for potentially manipulating a 2023 game performance as part of an illegal sports betting ring. Shortly after, news also broke that current NBA coach and hall of fame member Chauncey Billups and former NBA player and coach Damon Jones had also been arrested for their roles in an illegal poker scheme involving New York families of the mafia.

Jones was involved in both the poker and sports betting indictments.
