CSIR-National Physical Laboratory Celebrates 79th Foundation Day with Academic and Research Collaborations

Established under the Council of Scientific and Industrial Research (CSIR), CSIR-NPL continues to lead as the National Metrology Institute (NMI) of India.

The CSIR-National Physical Laboratory (CSIR-NPL), New Delhi, marked its 79th Foundation Day with a grand celebration, emphasizing its legacy of scientific excellence and national contribution. Established under the Council of Scientific and Industrial Research (CSIR), CSIR-NPL continues to lead as the National Metrology Institute (NMI) of India.
A Legacy of Precision and National Service
The foundation stone of CSIR-NPL was laid by India’s first Prime Minister, Jawaharlal Nehru, on 4th January 1947. Over the decades, the institute has been at the forefront of developing, maintaining, and disseminating national standards for measurements, playing a crucial role in scientific advancement and nation-building.
Celebratory Event Highlights
The 79th Foundation Day event was graced by Prof. Veezhinathan Kamakoti, Director of Indian Institute of Technology Madras (IITM), Chennai, as the Chief Guest. Prof. Venugopal Achanta, Director of CSIR-NPL, delivered the inaugural address, emphasizing the laboratory’s pioneering achievements in metrology, research, and technology development.
Prof. Achanta highlighted the organization’s increasing visibility on national and international platforms, with its staff actively contributing to Asia Pacific Metrology Program (APMP) technical committees. He further encouraged leadership participation in global scientific forums.
Keynote Lecture on Metrology and India’s Technological Future
The event featured a thought-provoking lecture by Prof. Kamakoti titled “Glancing into Metrology”, where he explored the strategic importance of metrology in achieving the Government of India’s VIKSIT BHARAT mission. He stressed the significance of quantum physical standards, quantum metrology, and semiconductor manufacturing in India’s technological progress.
Prof. Kamakoti elaborated on how quantum technologies like quantum computing, communication, and quantum key distribution can position India as a global technology superpower. He also highlighted opportunities and challenges in R&D, particularly in the certification and characterization of quantum technologies and semiconductors.
He emphasized the need for collaborations between CSIR-NPL and IIT Madras for the indigenous development of semiconductors and quantum technologies.
Signing of Key MoUs and Launch of New Standards
As part of the celebrations, CSIR-NPL signed several Memorandums of Understanding (MoUs):
- IIT Madras: For academic and research collaborations.
- CSIR-CIMAP: For the production of Bharatiya Nirdeshak Dravya (BND), or Certified Reference Materials in the domain of plant-based materials.
Additionally, CSIR-NPL launched two significant new BNDs (Certified Reference Materials):
- Lanthanum Hexaboride Powder (BND-2025): Designed for line position and line shape calibration standards for powder X-ray diffraction. This standard was developed by a team from CSIR-NPL.
- White Portland Cement Standard (BND-5064): Developed in collaboration with National Council for Cement and Building Materials (NCCBM), a reference material producer under the Government of India.
These standards aim to improve the accuracy and reliability of scientific measurements across industries and research sectors.

The event concluded with a formal vote of thanks delivered by Dr. S. R. Dhakate, Chief Scientist at CSIR-NPL, expressing gratitude to all dignitaries, collaborators, and attendees.

NDMC Property Tax Collection Counter will remain open from Saturday to Monday (29th to 31st March) for citizens’ facilitation

New Delhi. To facilitate the taxpayers to deposit the tax and dues and to provide an opportunity to interact with the tax officers to know the pending dues to be deposited, New Delhi Municipal Council (NDMC) has decided to open its Property Tax Collection Counters as well as Tax Office from Saturday to Monday i.e. 29th to 31st March, 2025.
Accordingly, NDMC has announced that the Tax Department at Headquarter – Palika Kendra at Sansad Marg and three Tax Collection Counters at different location – Gole Market, RK Puram and Sansad Marg in New Delhi area shall remain open from Saturday to Monday i.e. 29th to 31st March, 2025 due to end of Financial Year 2024-2025 for collection of Property tax.
NDMC has designated three Payment Collection Counters for payment collection:
1. Shaheed Bhagat Singh Place Cash Counter at Gole Market
2. Palika Bhawan Cash Counter at RK Puram
3. Palika Kendra Cash Counter at Sansad Marg
These NDMC Collection Counters will also entertain the payments from residents/service users / Electricity & Water consumers of the NDMC area for their outstanding electricity & water bills and Estate Properties dues.
Further, the residents/taxpayers/service users of the NDMC area may also make their payments online at their convenience.
It is requested that taxpayers pay their property tax dues to NDMC to enable it to provide world-class civic services to its residents.

MCD Issues Urgent Reminder to Property Owners in South Zone for Tax Filing
New Delhi. The Municipal Corporation of Delhi (MCD) has issued a final call to property owners in the South Zone who have yet to file their property tax returns for the financial year 2024-25.
As the financial year-end approaches, the MCD is intensifying efforts to ensure compliance and urging defaulters to settle their outstanding dues. Property tax is a vital revenue stream that funds essential civic services such as road maintenance, sanitation, waste management, and infrastructure development.
Importance of Filing Property Tax on Time
According to MCD officials, property tax compliance has seen a notable improvement in the South Zone. However, a considerable number of property owners remain non-compliant. Filing property tax returns on time not only ensures that the city continues to receive essential services but also prevents unnecessary penalties for the taxpayers.
Sh. Navin Kumar, Joint Assessor & Collector (A&C), South Zone, MCD, emphasized the importance of timely compliance. “We urge property owners in the South Zone to fulfill their civic responsibility by filing their property tax returns promptly. To support taxpayers, we have made the process simple and accessible through our online portal at mcdonline.nic.in. Assistance is also available at local MCD offices for those needing guidance.”
Consequences of Non-Compliance
Property owners who fail to comply may face penalties under the Delhi Municipal Corporation Act, 1957. The Act grants the MCD the authority to recover dues through strict enforcement measures such as:
- Property attachment
- Bank account seizures
- Additional fines and legal action
Non-compliance with property tax regulations can lead to a financial burden for property owners in the form of accumulated penalties and legal proceedings. The MCD strongly advises residents to take action before it’s too late.
Simplified Online Process for Property Tax Filing
To streamline the tax filing process, the MCD has implemented a user-friendly online portal. Property owners can follow these simple steps to file their returns:
- Visit the official MCD website: mcdonline.nic.in
- Log in using your registered mobile number
- Generate an OTP for authentication
- File your returns or pay outstanding dues
- For those without a Unique Property Identification Code (UPIC), the portal provides an option to register and obtain one.
This online service ensures that property owners can file their taxes quickly and efficiently without visiting an MCD office.
MCD’s Commitment to Transparency and Public Support
The Municipal Corporation of Delhi remains dedicated to ensuring a transparent and efficient tax collection system. To further support property owners, the South Zone office is open seven days a week, including Saturdays, Sundays, and Gazetted Holidays, until March 31, 2025.

किरोड़ीमल कॉलेज, दिल्ली विश्वविद्यालय में विकसित भारत युवा संसद 2025 का हुआ आयोजन

नई दिल्ली. मेरा युवा भारत(युवा कार्यक्रम एवं खेल मंत्रालय, भारत सरकार) के अंतर्गत नेहरू युवा केंद्र संगठन और राष्ट्रीय सेवा योजना (एनएसएस) की संयुक्त तत्वाधान में दो दिवसीय विकसित भारत युवा संसद का आयोजन 20 व 21 मार्च को किरोड़ीमल कॉलेज, दिल्ली विश्वविद्यालय में आयोजित किया गया।
कार्यक्रम के अंतर्गत नोडल जिले स्तर पर मध्य दिल्ली और संबंधित जिले नई दिल्ली, उत्तर पूर्वी दिल्ली व शाहदरा के प्रतिभागियों ने प्रतिभाग किया। जिले स्तर पर बड़ी संख्या में आवेदन प्राप्त हुए जिनमें से 150 प्रतिभागियों का चयन किया गया । चयनित प्रतिभागियों ने “एक राष्ट्र, एक चुनाव- विकसित भारत की ओर” विषय पर अपने विचार रखें।
निर्णायक मंडली में डॉ नरेंद्र कुमार बिश्नोई, असिस्टेंट प्रोफेसर(लॉ फैकल्टी,दिल्ली विश्वविद्यालय), प्रोफेसर राकेश कुमार पांडे, प्रोफेसर(भौतिक विज्ञान विभाग), धीरज कुमार, असिस्टेंट प्रोफेसर (इतिहास विभाग), डॉ अजीत कुमार, असिस्टेंट प्रोफेसर (इतिहास विभाग), डॉ प्रशांत शाही, असिस्टेंट प्रोफेसर , (राजनीतिक विज्ञान) शामिल रहे। कार्यक्रम का उद्घाटन मुख्य अतिथि प्रोफेसर विजयलक्ष्मी नन्दा( प्रिंसिपल, मिरांडा हाउस दिल्ली विश्वविद्यालय), श्रवण राम ( क्षेत्रीय निदेशक, राष्ट्रीय सेवा योजना), दिल्ली विश्वविद्यालय) व प्रोफेसर दिनेश खट्टर( प्रिंसिपल, किरोड़ीमल कॉलेज) द्वारा दीप प्रज्वलन कर किया गया।
जिले स्तर पर 10 प्रतिभागियों का चयन किया गया जिन्हें राज्य स्तरीय कार्यक्रम के लिए दिल्ली विधानसभा में अपना वक्तव्य रखने का अवसर मिलेगा। कार्यक्रम में प्रोफेसर जितेश राय( कार्यक्रम अधिकारी, राष्ट्रीय सेवा योजना), नेहरू युवा केंद्र से नोडल स्तर पर उदयवीर (जिला युवा अधिकारी, मध्य दिल्ली), शिवेंद्र सिंह(जिला युवा अधिकारी, उत्तर पूर्वी दिल्ली) एवं निशा कुमारी (जिला युवा अधिकारी ,नई दिल्ली जिला) उपस्थित रहे
